Add MOECC buoys to HABs #149

Once @gcutrell has the data flowing thru to Portal, we need to get the MOECC buoys showing up on HABs since they gather water quality data for Ontario and Erie.

@kkoch to get attribution information and logo from MOECC.

@kkoch the stations omoecc_o1, omoecc_o2, and omoecc_e1 are in glos obs. I have noticed that their updates are sparse around every couple hours. Not sure if this is normal but it will be interesting to see what comes in over the weekend.

Another issue is glos_obs doesn't parse blue-green-algae or chlorophyll with units other than rfu. I believe RFU is only used by one sensor manufacturer. The omoecc stations are reporting in ug/L (or ppb) so blue-green-algae or chlorophyll will not go into glos obs.

I have logo for moecc when you need it for the habs integration/station page. I also have Ryan providing me with a small paragraph for the about page.
