Set buoy status to "offline" #153

Please mark the following buoys in the HABs portal as "offline - removed for the season":

Toledo Crib Buoy NOAA GLERL WE13, WE8, WE2, WE4 OSUGI Little Cedar Point Sandusky Bay Sandusky Bay 2

Also Sandusky Bayside Intake shows as "offline" and it is transmitting so need to be swapped back to "online"

@kkoch to be efficient should we wait until all the planned removals have happened and then update the site?

@kknee that's fine - looks like the last WE's will come out tomorrow (Wed. Nov. 1) and I think that's it.

Please implement now. I've added the other buoys that are out of the water above.

@gitchrisadams nope > we still have a mix of online/offlines that are now incorrect (we really need a way to have a faster response on these changes (original message was last October) or automatic update of this sort of thing).

Toledo Crib buoy reads offline and should be online/deployed
WE2, WE4, WE8, WE13 have now been deployed so they need to be changed to online
OSU GI reads correctly on the pop-up but for some reason the icon is gray
Sandusky Bay 2 should read online
Sandusky Bayside Intake should say out of the water

NOTE: For future enhancement would be nice to be able to leverage off of what we do with GLBuoys site which is a simple Google Sheet that can be updated with the status.
