Zoom level changes when retrieving saved map? #216

First noted when retrieving GLEAM collection ...

Comes up zoomed all the way out in IE11 and in Chrome whether logged in as a user or not (not checked with original user who generated the collection.

Tried zooming in and re-saving the collection:

gives a similar (not the same) result with the zoom level further out than when the map was created:

I also did a different check this morning, first rebooting my computer (MS Surface Pro 3), then creating a new collection in Chrome and viewing it in IE ... same issue, but not as severe:

The original was one zoom level tighter than the zoom level in the shared link.

@tslawecki I've seen the same behavior but think this needs prioritization (RPS can do it, but given current state of budget constraints, wonder if this should be set to low priority?).

@kknee per Tad at DMAC meeting this is very low priority so we will hold off on efforts to diagnose at this point.
