Page Load time #233

Devra reports that the page load time for the Portal is around 13 seconds (optimal is 3 seconds).

1) We don’t believe the Portal has gone through Google optimization so that might be one task.

2) @Bobfrat mentioned that he has noticed issues with the Docker container - seems to take a long time to fetch the JSON file which is small and should be milliseconds. They do not see issues on other OceansMap sites. Bob to check the Docker version we are using and if that is not an issue we should take steps for further investigation.

(Not sure if the Docker is on the Portal or on Buoys--but glbuoys.glos.us load time has also climbed up to 5 seconds in May and June. Not sure who to tag on that...this load time isn't as severe but affects many more people.)

@devrap Thanks! I have a separate issue tracker for glbuoys in the repo we have for that product.
