Portal Logo needs separate links to glos/portal home (was: Portal title needs link change) #237

@kknee , as a follow-up to https://github.com/glos/myglos/issues/203: the title is toggling well between "Data Portal Catalog" and "Data Portal Map" respectively, but ack: unfortunately these are both linked to the GLOS homepage(!) including the tool tip saying "Goto the GLOS Homepage."

Only the GLOS logo should be linked to the homepage. Data Portal Catalog and Data Portal Map titles should please be unlinked entirely. (Alternatively, they can have link changes to load portal.glos.us with the Catalog or Map entry view, respectively, if preferred.) Thanks.

1) Also, noticed that the hotspot is way larger than it should be. Clicking in the white space far to the right of the logo pops the user over to the glos.us site (so even if it was behaving as Devra is envisioning it could have unexpected results for the user. See my screenshot where the clickable area is outlined.

2) To clarify as well what Devra wants - look at how GLBuoys works as an example. The left side of the image is mapped to glos.us, however the 'glbuoys' text in the graphic takes the user back to the home page for the glbuoys.
