Adding 3 Canadian buoys #244

We had the following user request > "Would you consider adding the data from Canadian Buoys for Lake Simcoe 45151 (part of the Trent Severn Canal system which connects Lake Ontario to Lake Huron; Lake Nipissing 45152 (Along the English and French River linking the Ottawa River to Lake Huron); and Mont-Louis - 45138 (Mouth of the St Lawrence)? I see Lake Champlain (45166) is already there."

@kknee what is the LoE to add these to the portal? My thought is that it is simple based on our previous add of Canadian buoys but wanted to be sure knowing budget constraints.

Once we know whether is simple or not, will make the decision.

I should add @gcutrell says it will take him about 30 minutes to add to GLBuoys should we decide to do so.

@kkoch unless we are missing something this data is not available via the NDBC feed so we would have to set up a new harvest. Probably 4 to 8 hours to add.

@kknee It appears that no Canadian buoys are making it into NDBC right now so that could be why your not seeing it via the NDBC feed. For GLBuoys we parse the past 45-days real time txt files that NDBC provides we are also not showing up on NDBC for the moment.
