Add ability to see buoy status (offline/online) #39

Similar to HABs, display a message when we know a buoy is offline (e.g., see what is on Great Lakes Buoys for 45024 > "(7/26/2016) The Luddington buoy is currently undergoing repairs, it will be offline for at least a week and a half.)". Also during off season, display that information.

Short term patch that works for single one-off buoys (but I'd like to see an easier solution down the road where we could update all buoys off season) - I just modified the title in GN for 45025 to indicate the status and will need to remember to remove that statement when the buoy is fixed. buoy_status

Suggesetion: what would really help is to have a metadata text field that we could pull from GN (not the title) that shows a status similar to what Greg is doing for glbuoys possibly in addition to something automated that states that we are not getting current data.

Wondering if there would be some way to actually leverage (aka. "use") the existing GLBuoys google sheet for status so there is a single place to quickly update a status that would work for both products?
