Update TDS harvesting scripts? #91

Can GLCFS, HECWFS, and HABS harvesting processes be updated so that they don't break on New Year's Day every year?

For now - putting a calendar invite on @cheryldmorse @tslawecki @kkoch and @kknee schedules to remind us to update TDS in December 2017

Updated the HABS harvester to automatically create the 2018 directories.

Updated the GLCFS catalogs to contain the 2018 directories. The GLCFS catalogs are completely hard-coded and we should look into cleaning that up.

We still need to update the GLCFS 'current' catalogs after the New Year.
