Add full descriptions to each observable porperty #148

Instead of just indicating the title of the document the skos:definition predicates must also express the textual definition of the property. To be gathered from the FAO Guidelines and T1/T2 documents. Do not modifiy the observations, only the properties. Most of them are in the layer_horizon module.

as agreed, Raul is taking care of descriptions for all rows with isProperty = FALSE (793) Luis is taking care of descriptions for all rows with isProperty = True (125) and empty (4)
