Added cluster module to pre-commit, build_wheels, and run_tests.

Added cluster module to pre-commit, build_wheels, and run_tests.

Motivation and Context

Ensures github runs tests for cluster module.

How Has This Been Tested?

Ran pre-commit locally before pushing.
