Description

Automatically update conda lockfiles on the first of each month.

NOTE: Merge this after the 4.8.0 release.

Motivation and context

Ensure that we test HOOMD with the latest dependencies.

How has this been tested?

Tested and working for fresnel: https://github.com/glotzerlab/fresnel/pull/240
