After merging, ensure that the mitigation_sources.json files is copied from default_config to the config directory so the import will work.

@glowbase I think I may have the wrong details regarding what the 'version' is. I've interpreted as the version that the mitigation source is attached too, but this is incorrect. The 'version' of the mitigation source is, for example, the version of MITRE (v15.1), ISM (eg, June-2024), or NIST (rev. 2). This is something that can be fixed in a follow-up PR as the mitigation source table is required for the mitigation searching (which is not far off being completed).
