i can not reproduce this issue with chrome Chrome 100.0.4896.88 or Opera.
i can resize the rich text area as intended.
Thanks for the quick check and response. Traced this to an issue with running the browser as a virtual app in Citrix/XenApp, the issue is not seen on the same browser run on my local PC. Closing the issue.

Bug description
Any time a form containing an empty TinyMCE (Powered by Tiny) field is opened, e.g. adding a new task or an approval to a ticket, the TinyMCE field height fluctuates slightly and causes the form to appear to vibrate. As soon as you type something in the field and remove the focus from the TinyMCE field this behaviour stops. This has been tested on an up to date browser (Chrome 100.0.4896.88).
In fact, this also appears to be related to the ability to resize this field. Any attempt to use the drag/drop resize tag in the bottom right corner of the field results in the field desperately trying to pull itself back to it's original size.
