GLPI 10.0 RC3 PROJECTS inconsistent use of TinyMCE for description field #11294

Bug description

In defining a project, the Description field is limited to plain text, whereas when defining a task, the Description field allows rich text via TinyMCE.

Although consistent with GLPI 9.5.x it should be possible to use rich text for the Description field of both Projects and Project Tasks as I believe that Dhtmlx Gantt allows for this.
