2 years ago Improved handling of the marketplace when the GLPI Network API cannot be reached will be coming in GLPI 10.1.0. See: #11427.
It may help with this case too although I don't know how so many API calls are being made that you would get rate limited.

When I go to the marketplace I have a lot of slowness before displaying the plugins.
By activating the Debug mode and returning to the marketplace here is the error displayed
