Observers does not appear in Recipients as a notification option #11942

Bug description

My intention is to be able to add observer users (not with an observer profile) to the incidents, who receive their updates with a notification message different from that of the applicants, but when creating the notification, the observers do not appear in the recipients section. I could swear that years ago I was able to configure it like this, or maybe I'm getting confused and it has never been possible. Could you confirm if it is a mistake or not? In case it is not, could it be a valid improvement proposal to add the observers as a class with the ability to receive custom email notifications

Ok, I think I've already found the problem. Observer is watcher. I don't know why they don't have the same name. My problem is that my language is Spanish, and I don't know how it will be translated there, because neither of the two names appears. I have noticed when changing the language to upload the incidence.
