Business Rules for Changes are coming in 10.1.0 just so you know. The Business Rules for Tickets are only meant to apply to Tickets. I do not see any option in the core to allow adding a predefined approval for Change templates or even Ticket templates. It sounds like the issue is that the form creator plugin doesn't allow you to add multiple approvals? You should open an issue in that GitHub repository if that is the case.

Bug description
Hi, in some cases certain changes are required to be approved by more than one participant (specifically modifications in production), I have a template for this, but I can't add more than one default approver for these cases, I tried with the formcreator plugin, without success. Using Business rules for Tickets I got the result, but only with Tickets, the changes do not respond to the rules. Thank you very much.
