I tested your solution to disable the assignment rules and indeed it works very well.

How many rules do you have?
for ticket assignments 3 importants rules
is one of them "updating" and assigning a status? The changed the behaviour and they are now processing "updates" properly...

Tickets are created with the formCreator 2.13.0-rc.1 , but hey I had no problem before the switch to 10.0.2
I deactivated Formcrator to do a test with the same user at creation and at resolution, I have the same result
