I have the same problem with ITIL Categories. I have 3 sub-categories directly under Root (A, C and S). When entity A is selected in "Tree structure" mode, creating a ticket shows ticket categories from A, C and S, but when users are not in "Tree Structure" mode, they can only see A categories as they should (and as they did in v9.X)
Are you in tree structure mode ? Do you still see items from Entity B if you manually select Entity A ?
I confirm I see them even if I manually select Sub Entity B, I still see items from sub entity A.
There has been no activity on this issue for some time and therefore it is considered stale and will be closed automatically in 10 days.

Bug description
Root Entity --> Sub Entity A --> Sub Entity B
In Sub Entity B, I create an IP Network (the goal is to use it for SNMP inventory). In this IP network, when I see all used IP addresses, I see assets from Root Entity (even in "child entity" is not selected for those assets) and from Sub Entity A.
