I am not able to recreate the issue.
I mentioned a user with an email set in their profile and the email notification was sent to the queue with the recipient email set properly. I mentioned a user without an email set and the email notification was not triggered.
My template's recipient is defined like this. Can be it? User who mentioned
Redo all the configuration mentioned and apparently it worked perfectly again. Thanks.

Bug description
Sorry for the bad English. When mentioning user, glpi creates the email in the queue but it is not sent. Even forcing the send, it still remains in the queue. When trying to solve this problem, I noticed that in the recipient field of this email file, instead of the mentioned user's email, there is his id.
