Yes problem is solved, but it's would be better to make "pages" as in "Category" and "Locations" fields. This will be more useful for small entities with 100-500 users who need list "pages". Is it the final version? May I apply this in production?

This is not finalized completely. The #12522 could be considered final now that it is merged, but #12523 is still open and being worked on.

Bug description
The “Requester” and “Observer” fields try to load entire list of users without splitting into “pages”. And if you have a lot of users (in my case 22000) the loading takes 7-14 seconds.
