Some Images get uploaded as html base64 #12961

Bug description

When uploaded all Images display normally on save some files convert to this: <img src="data:image/jpeg;base64,/9j/4A...lESlKURf/9k="> (the code is much longer as it is an entire picture but i wanted to leave out the clutter as well as for privacy reasons)

Its not clear to me which do and wich dont it is just a really big problem for documentation.

Anything else?

its not really relevant but still maybe it can help our db started in from ca. 2009 and has been imported every new release because of that we have over 45000 Tickets as well as over 15 thousand documents in the kb. Over this time it became unhealthy and is not running as "smoothly" as it should.

Hi,

It may be due to a PHP limitation when you try to paste big images. Can you try to reproduce, by pasting, for instance, a 1.5MB image in your text? Then, if you can reproduce, can you try #13016 patch to see if it fixes the issue?
