Bug description

When i make a Note, if target is a group, or profil, only creator of the note can see it, not members of group en profil. Note are only visible for other when target is entire entity

Steps To reproduce

Make a note save set target to group -> other member of same group dont see it set target to entiry -> everyone can see it
