I confirm the issue. With a Ticket location does not exists
and a User location exists
criteria, whatever the selected value is when using the test feature, it will be replaced by the location with ID=1
, if it exists, otherwise by an empty value.
I can recreate the issue with the rule test, but not the issue with actually using the rule. The location for the ticket was correctly set to the location of the requester (if one was set).

Bug description
I want to automatically assign the user location to a ticket when opening an new ticket.
I activated the proposed "Ticket location from user" business rule but it doesn't work : when I create a new ticket from a user form, the ticket location remains empty.
When in use the "Test" button in the rule form, I get a strange behaviour. I fill the user location and leave the ticket location empty :
When i clik the Test button, the Ticket location and the user location in the criteria part are set to the last location in the alphabetical order of all the existing locations (??)... and the rule is not validated
Notice that I have no other business rule set yet and that I first activated this rule after migration to GLPI 10.0.6
