I confirm the issue.
When creating a ticket, the applied settings corresponds to the current entity scope of the session, but should probably correspond to the selected entity in the ticket form.

I also confirm the issue. I had a previous version of GLPI (v9.5) and "Enable notifications by default" worked as expected, but since the update to v10.0.10 it stopped working and I can't find a way to fix it.
In my case I only have one entity (the root entity), and when I open a ticket and add a requester notifications are NOT disabled by default. I have tried to create a sub-entity and follow the steps above, but nothing works, notifications are always enabled by default even if the entity setting is set to "NO".
Is there a secret setting I'm not finding? or am I doing something wrong?
Is there any update on this issue? I think #16813 and #14391 are related Any workaround? Thanks.

Bug description
The Value of the Entity Setting 'Enable notifications by default' under Notifications does not affect the Actors in a newly created or updated ticket. If "No" is selected, Notifications via E-Mail/Browser still get send to the Actors of the Ticket, for example the Requester.
