Entity Rules using CIDR are not executing as expected #17987

Bug description

Observing an inventory of about 1000 computers, we have some CIDR rules configured for the entity rules of each VLAN in a segregated manner. I have already noticed that we do not have conflicting rules either, where in the definition if the equipment is in a certain CIDR as is the example highlighted below 10.156.30.0/27 it would be assigned to an entity x, however this is not happening, some inventories respect the rule and others do not.

I got this case in a specific GLPI, which I am sending the logs and prints below, however I had already observed this behavior in other GLPIs from several other different locations. Generally what I observe is that the CIDR usually gives some kind of problem such as identifying entity rules for assets, I have not noticed if other criteria have the same negative effect.

Another point that I am finding very strange is that the default entity in: Administration > Inventory, I also notice that sometimes it is not being respected, or it conflicts with some rule. I have seen several cases where the user "Inventory" moves the computer from an entity that is correctly matching the entity rule, to the root entity for no reason, and looking at the history, there are no changes to the computer, making this scenario even stranger.
