Update GISAID epiweeker in supreme-potato #3

GISAID epiweeker had a bug that read in dates incorrectly, called out by Leke. This caused dates to be incorrectly converted to epiweek.

Corrected by copying the hotfix on the epiweeker python script from PMeND.
