Move tests to GH Actions #89

Description

Switch from Azure pipelines using OpenAstronomy workflows, adding envs for py39+py310

I'm ok with the single failing job for now, this is at least an improvement.

Could still mark it xfail; I had not looked yet into conftest markers for the py36 (windows) combination.
