This PR adds a few new tools for the Plotly viewers:

Add a tool to toggle hover info on/off
Add tools for horizontal-only and vertical-only zoom

Additionally, this fixes an issue where the graphs could be panned on their individual axes when the pan tool wasn't active and adds some basic testing of the behavior of the viewer tools.
