Review public API #2357

Currently the API in the developer docs covers a lot of classes and functions in glue but many were never really intended to be public API as such. I think we should review the API docs to include only things we think should be public API and that we commit to supporting (e.g. changing only through deprecations etc) and add a note that this is the authoritative list of public API.
