fix: Remove CELL_OFFLOAD_PROCESSING workaround on newer Oracle versions #178

We have a workaround of CELL_OFFLOAD_PROCESSING=false because of issues experienced on Oracle 11.2 and 12.1. This PR disables that workaround on Oracle 18 and upwards.
