Release of Version 18 #929

This commit shows there is a version 18.

The releases page shows no such one. This indicates at a first glance, that Gluon has not seen a release in 1 1/2 years, despite the fact that there is one.

I suggest releasing it officially this way.

There's also a mention of a 0.18.1 in the changelog but no git tag at all for that one.
