When the hotkey Ctrl+Shift+D, nothing happens

How can we reproduce the problem?

Go to Browser
Select tags for filtered deck
Ctrl+Shift+D

Expected behavior: A filtered deck setting pop-up

Actual behavior: Nothing

Reproducible?: Yes
