Per discussion at 8/31 meeting:

Make glytoucan accession optional
Disable WURCS sequence type for prototype (to allow validation of each submission)

@kmartinez834 I think we decided to leave it mandatory for the prototype but have a (yellow) text on this page that says it will be optional later on.
