BCOs to retire #1862

BCOs for the following datasets need to be retire because these datasets are empty (and I have removed them from the dataset-masterlist.json)

  1. rat_proteoform_citations_glycosylation_sites_carbbank.csv
  2. human_proteoform_glycosylation_sites_o_gluc.csv

I have retired both datasets.
