make sure that the wheel version is in sync with pip #4

as of right now, the build breaks, so far from what I can tell the newest wheel does not work well with any version of pip. see here

Rather than pinning wheel to whatever happens to be in Debian right now, would you mind perhaps addressing this by submitting a PR that upgrades pip inside the virtualenv?

I'm going to close this since it's out of sync and hasn't seen any activity in a while. But please feel free to open a new one if your interest in this example picks up again!
