Easily enable/disable debug tracing at runtime #10

Presently the simplest way to enable debug-level output for a tracker or 
particular worker is a restart. Shouldn't be necessary, and should be able to 
enable debugging on particular workers directly.

Otherwise often the overflow of data is useless.
