fix replication priorities #13

Since a few versions back new files stopped being injected with a time slot of 
"0" (ie; ASAP) and instead got a delayed (now()) timestamp.

Marking a device as dead or doing mass fscks ends up piling fids into the 
replication queue that lags replication of new files. Review the transactional 
issues with the file_to_replicate queue and see about restoring the timestamp 
to 0.

This is a mess; I'm giving it more time. MySQL 5.0 explodes with deadlocks if 
you change it from the way it is now. 5.1 doesn't seem to change much.

Going to adjust other things to help alleviate the original bug, but we may 
also end up with different queries based on what version of MySQL you're on.
