FSCK needs tests #27

FSCK doesn't have any automated tests :(

A mixture of t/00-startup and t/30-rebalance could be used as an archetype for 
giving fsck some simple tests. Load up 50 files, manually break a few links, 
run fsck, check the output and the files. bada-bing.
