kill fromdevid #44

Newly uploaded files get "fromdevid" set, which replication will be forced to 
use.

If there's a glitch; files get over-replicated, then knocked back down, it's 
possible the fromdevid copy gets deleted. After that point replication gets 
stuck.

I can't think of why that thing is even necessary. We should stop using the 
field for new file uploads, and if it's used anywhere it shouldn't be a hard 
failure.
