--heroku switch is broken #33

The template for the --heroku switch is breaking the Rakefile. Syntax error. Also, it's badly named.

Tasks

remove broken if statement
require nesta/app
rename --heroku to --heroku-env-vars
--heroku-env-vars should imply --git

Rather than rename it and fix I've dropped it completely. I don't think there's a strong argument for it any more. Heroku runs fine without it and there is less chance that committing config.yml to your repository will be an issue now that Nesta sites live in their own repositories.
