configure issue from 2.2.3 tarball when building with bindings #41

Not my day for builds ... :-) I'm having trouble getting a fresh 2.2.3 tarball to configure when enabling Perl and Python bindings:

My bad again! I updated the release tarball online.The code itself has not changed at all, only the packaging was done properly.

Judging from develop commits and READMEs you probably won't be surprised to learn the tarball won't build/check with gcc/4.8.3 and perl/5.18.4 (a cascade of issues starting with a redefined 'seed' macro is the symptom) but will with gcc/4.4.1 and perl/5.10.1. It also won't pass the swig_perl test during check if using an internal build/ directory but will if configured/built in the top-level directory.

The current develop branch builds/checks just fine with the newer gcc and newer perl and internal build/.
