toolbar will not remain in place? #174

What steps will reproduce the problem?
1. unlock toolbars
2. move stexbar to next to file menu
3. lock toolbars

What is the expected output? What do you see instead?
toolbar should not be next to file menu toolbar when explorer opened. After 
close of explorer window, reopen and stexbar once again below file menu toolbar

What version of the product are you using? On what operating system?
1.8.3 64bit on windows 7 x64 ultimate

Unfortunately, the placing of toolbars is at the sole discretion of the 
explorer. Nothing any toolbar itself can do about it.
