added notebook that uses the two par response surface with ies to demo how weights and noise interact and impact results

another thought after the fact - should we remove the forecasts since they are so far off with this simplified parameterization, or are we wanting to show the uncertainty even though they don't fit great?

@mnfienen I agree... @rhugman you ok if we drop the forecasts or maybe reduce how many times we show them?
