some work on obsvals and weights #20

@rhugman I reworked how the obsvals and weights are being assigned just to make sure we only set nonzero weight for the 2-13 stress periods. I also commented out some parts that were throwing errors from missing files. still need to check that the forecast values are getting the correct truth value assigned...

@jtwhite79 - a bit of crossover going on here; I've done the same thing/similar in whilst updating obs&vals. Hadnt quite finished so hadnt comited yet. I am merging your PR, then going to update with my changes. Hope nothing breaks too much.

Is blue post? or obs+noise? Whats going on in the 1st 2 kpers?
