shmem_team_translate or shmem_team_translate_pe #108

This routine appears as both names in various places. Do we need the "_pe" on the end?

I like the shorter shmem_team_translate, but think that shmem_team_translate_pe is more consistent with names like shmem_my_pe and shmem_n_pes.
