The collective routines using teams were originally added as simple updates to the existing 32/64 bit versions of the collectives. However, there is a strong desire add typed versions of the collectives.

As per the discussion summarized in:

The routines are being updated to deprecate 32/64 versions, add a "mem" version for generic data structures, and add typed versions of the routines.
