feature: filters for github issues #66

The main drive for this is to use with a repo that currently has ~100 open issues, so the lack of filtering makes it hard to find relevant issues. Specific use cases:

Fixing issues that are assigned to you
Fixing bugs with a certain label
many many more

The API to do this is readily available: https://docs.github.com/en/rest/issues/issues?apiVersion=2022-11-28#list-repository-issues
