soundex needs work #2

It doesn't produce the correct values for certain edge cases.

Also, beware of Wolfram|Alpha for reference testing. It doesn't always produce the correct values (eg. "Pfister")

OK. I think I've fixed it. It correctly matches all of the examples given by the soundex system specification in the National Archives.
