Interactive demo's tooltips are too quick to move #361

Appears in all flot versions I've tried.

The tooltip in the Interacting demo changes position each time the mouse cursor 
moves at all.  This patch keeps the tooltip in the same place until it needs to 
be removed.

Fixed. That has been bugging me for ages - I thought I didn't address it at 
all, but obviously it has just been buggy for some time. Thanks!
